- Webcam Review: Montevideo is directy across the mouth of the Rio de la Plata from Buenos Aires, Argentina on the Atlantic Ocean. It's the less famous city if the two even though it is the capital of Uruguay. Trivia: the first major Naval battle of World War Two happened just off the shores from Montevideo ! Enjoy! :-)
